Changing a request back to the planning stage is simple:
When RFCs are submitted too early, without detailed planning, either inadvertently or intentionally to get the RFC into the change queue, the Change Manager can easily send it back to the planning stage and ask for more information. The change description usually identifies these changes. The Change Manager simply notes the change and moves the status to "PLANNING," and all who are set up for notifications will receive emails with links so they can take quick action.
